Constitution

Preamble

We, the people of the Union of Socialist Republics in Interland, in order to form a more perfect collective union, to secure the common store against private seizure, to guarantee to every citizen an equal voice in the deliberations of the Assembly, and to keep peace with all peoples, do ordain and establish this Constitution for the Union of Socialist Republics in Interland.

We affirm the motto of the Union — Power, Unity, Peace — as the standing measure by which every law, decree and treaty of this Union shall be judged.

ARTICLE I

Sovereignty and Territory

1. §1 Sovereignty is absolute and resides within the collective body of citizens. No person, office or foreign power may claim authority over the USRI except as delegated by the National Assembly.
2. §2 The territory of the Union comprises all lands, structures and holdings declared to the National Register of Lands and administered by one of the three Socialist Republics — Interland, Linterly, or Cuikil.
3. §3 Territory may be admitted or relinquished only by a two-thirds resolution of the National Assembly, published before the vote is taken.
4. §4 The common assets of the Union — its lands, archives, works and treasury — are held collectively and may not be alienated into private possession.
5. §5 No claim of sovereignty advanced by force, whether by the Union or against it, shall be recognised.

ARTICLE II

Government System

1. §1 The USRI is a communist union of three socialist republics — Interland, Linterly, and Cuikil — bound under one constitutional order. The Union is communist; the Republics are socialist.
2. §2 The National Assembly is the supreme organ of the Union. Every citizen of majority age is a member by right of citizenship.
3. §3 The Assembly enacts law, approves the budget, ratifies treaties, elects the Head of State and appoints the Council of Ministers.
4. §4 The Head of State is the symbolic vanguard of the Union, serving a fixed term, exercising no independent legislative power, and acting only with ministerial countersignature.
5. §5 The Council of Ministers administers the daily affairs of the Union, publishes an open ledger of state expenditure, and may be recalled by the Assembly at any sitting.
6. §6 Each Socialist Republic elects its own Republic Delegate and council and may legislate on local matters, provided no ordinance conflicts with this Constitution or an act of the Assembly.
7. §7 All proceedings of the Union are public and are recorded in the National Register. Secret sittings are prohibited.

ARTICLE III

Rights and Duties of Citizens

1. §1 Every citizen holds the right to participate in the National Assembly and the duty to uphold the Peace.
2. §2 Every citizen is equal before the law without distinction of origin, belief, language or condition.
3. §3 Freedom of speech, of written expression, of assembly and of conscience is guaranteed and may not be suspended.
4. §4 Every citizen has the right to inspect any record of the Union and to receive a written answer from a Minister within thirty days.
5. §5 Every citizen has the right to a share in the common store proportionate to need, and the duty to contribute labour or service according to ability.
6. §6 Every citizen has the duty to obey lawful acts of the Assembly and the right to petition for their review.
7. §7 No citizen may be deprived of citizenship, nor punished, except by a reasoned decision taken in open proceedings with the right of defence.

ARTICLE IV

National Symbols

1. §1 The national flag is a vertical banner of three equal bands — red, yellow and blue — in the proportion one to two, displayed from a crossbar.
2. §2 Red signifies Power, yellow signifies Unity, and blue signifies Peace. These meanings are fixed and may not be reinterpreted by decree.
3. §3 The coat of arms depicts the red disc of the revolution, the gold star of the Collective Will, and the crossed hammer and sickle of shared labour, encircled by a wreath of wheat.
4. §4 The national anthem is “The Song of the United Vanguard”, performed at the opening of every sitting of the Assembly.
5. §5 The international designation of the Union is UI.
6. §6 The motto of the Union is Power, Unity, Peace.

ARTICLE V

Foreign Policy Principles

1. §1 The USRI maintains a policy of Active Neutrality and shall not join any military bloc.
2. §2 The Union seeks peaceful relations and mutual recognition with all states that respect its sovereignty.
3. §3 All treaties must be ratified in open sitting and published in full; no secret agreement binds the Union.
4. §4 No citizen may be compelled to serve in a foreign conflict, and no state asset may be lent to a belligerent party.
5. §5 The USRI shall not comment upon nor interfere in the internal affairs of any other state.
6. §6 Obligations undertaken by treaty bind the Union and survive any change of government or ministry.

ARTICLE VI

Amendments

1. §1 An amendment to this Constitution may be proposed by any citizen or Republic Delegate in written form.
2. §2 A proposed amendment shall be published in the National Register for public reading no fewer than fourteen days before deliberation.
3. §3 An amendment is adopted upon the affirmative vote of two-thirds of the members of the National Assembly present in open sitting.
4. §4 No amendment may abolish the collective sovereignty of the citizens, the openness of Union proceedings, or the equality of citizens before the law.
5. §5 Upon adoption, the amendment is signed by the Head of State with ministerial countersignature and takes effect on entry into the National Register.
